Asian Cities Climate Change Resilience Network

TARU is Rockefeller Foundation’s India country partner for the “Asian Cities Climate Change Resilience Network,” a major climate change initiative that focuses upon assessing Climate Change related risks in 40+ cities across four countries (India, Indonesia, Thailand and Vietnam), and building climate change resilience to a changing, challenging urban environment.

The initiative aims to catalyze attention, funding, and action in three primary areas:

  1. Experimenting with and testing local approaches to building climate change resilience for institutions and systems serving poor and vulnerable communities,
  2. Promoting, demonstrating, and disseminating knowledge about these and other viable approaches,
  3. Increasing awareness among funders, practitioners, policy makers and business on the need to invest in building climate resilience.

In Phase I, TARU undertook the first country wide assessment of climate change impact on Indian cities. The report used various indicators of exposure to climate change to develop a preliminary ranking of relative risks across cities in India. The City Opportunity Assessment Report captured climate change risk analysis of six cities (Surat, Hubli-Dharwad, Kakinada, Gorakhpur, Jodhpur, and Indore) and impacts were studied. In continuance to Phase-I of the ACCCRN, TARU was engaged to support and play a catalytic role towards development of City Climate Change Resilience Strategy (CRS) for two core cities Indore and Surat (Phase II). TARU provided strategic support to Indore and Surat Municipal Corporation through City Advisory Committee (CAC) which draws stakeholders comprising representatives from Municipal Corporation, Development Authority, Private Sector, Academia, and Civil Society. TARU in association with the city stakeholders undertook assessment of climate related risks, in-depth vulnerability and risk assessment studies, provided technical and management support to the city stakeholders in undertaking sector studies (Water, Energy, Public Health, Environment, Green Buildings, Urban Transport, Flood Risk Management), supported development of technically sound project proposals for implementation under the ACCCRN (Pilot interventions to build resilience/ Implementation of Urban Resilience Projects); facilitated the development of CRS. TARU in this phase also promoted exchange and sharing of knowledge through a well-developed networking strategy. In Phase III, TARU is providing support to ACCCRN and Urban Climate Change Resilience (UCCR) activities to new cities. TARU continues to support development of high-potential intervention proposals identified as part of the CRS in Phase II, and continues to create or find opportunities for the local government to implement resilience activities. As part of scaling resilience across Indian cities, TARU is focused in creating cooperation partners for implementation of urban climate change resilience (UCCR) activities. TARU in the capacity of country partner supports other national and city partners of ACCCRN in scaling the efforts of UCCR including the policy dimension and knowledge networking through the phase IV initiatives.
